Relevance? A pet photo would have been cooler if say the dog was leaning out of a car window with his tongue hanging out, ears plastered back... This looks like a photo taken for the coolness of the dog, not the subject wind.

Nice! I like it... i'm not sure but you should try this with a faster shutter speed, i think it will be more effective if everything froze.

I think, since you put the sunglasses on the dog, and you wanted to picture the wind blowing, a better choice might have been a real scarf. Scarfs are usually worn in cold, windy weather, and that would improve the image in my eyes. 4.
