I like the stars on the streetlights but I'm finding little else in this image that really draws my eye. The street sign is there of course but once I've taken that in I find myself hunting for what I'm seeing in the rest of the image. It takes me a moment to figure out that it's a tunnel or a bridge with perhaps a train travelling over the top.

The usual lack of clarity problem is there and it's especially aparrent on the second street sign to the right of the main one. There's are blurred patches that make it difficult to read.

I think that the inclusion of the dark space above the tunnel and then the lens flare works really rather well.

this is an interesting, moody picture. You show off the arches well. If it was mine, I'd probably try cropping to get rid of that 1/2 sign to the right and maybe crop a little tighter at the top to just include the train - losing the wires and rays. It just seems to me the story is in the arches, train and sign. But you captured a fine image under difficult conditions.
