Nice and difficult picture... I agree with Shakey's comments... did you try another angles, near-water?

| The branches seem to intrude too much and the centre of the picture seems to dark and lacking in anything to hold my attention. Did you stand in a freezing cold river to take this? |

Some nice light captured but it does not realy tell much of a story. Sure it is under a bridge but ...
The branches on each side are distracting.
I seem to take alot of pictures like this ... it looks great in real life but in photo it loses something
