Cropped, tweaked colors with hue&saturation, did some dodging and burning, NEAT IMAGE to remove noise on the sky and to sharpen the image a bit.

Thought this shot should have done much better-the shot of colour breaking up the stark building is powerful. The sky may be too soft...not something big though. I gave it an 8.

Teh cloud is overexposed. Interesting composition but a lot of people will complain about the cant'ed camera. People usually like to see flat horizon lines.

It's an interesting building and a good shot of it. Yet there is something very ordinary about it.
