This was one of my favorites of the challenge. You'll show up in my Underdogs list. :)
My scoring:
Base: 5 - Meets challenge
Technical (-2 to +1): +0 - No significant flaws, but nothing spectacular, either
Subject Interest (-1 to +2): +2 - Very nice colors on the clouds, and a nice sheen and color on the fence
Emotion (+0 to +2): +2 - The haunting effect of being fenced away from beauty really struck at me.
Personal (-1 to +1): +0 - No effect from personal bias.
Additional notes:
I think the effect would have been enhanced if the fence were pulled up to the upper third of the photo instead of the lower third to give a more complete feel of imprisonment, and I'd be interested to see a side-by-side comparison with a shot where the fence was defocused somewhat, to give the impression of staring past it at the moon. The angle of the fence didn't bother me, as it did some other commenters.

| Nice touch with the fence - a connection to the title is obvious. However, the photo alone without the title is not powerful by itself. |

| The fence takes away slightly from the mysterious moon. The moon could have stood on its own. Great picture. 9 |

| Artistic. Nice textures in the clouds. Only thing I would suggest is that lining the top of the fence up with the horizon would make it feel more balanced. |

| It feels like the fence is not 100% horizontal. The moon blurry. Good idea though. |

| I like the idea behind this image but feel it didn't work because of processing. The chain link fence could have been brightened a bit to make it appear more prominent to start. |
