Isn't it a pain when one street light is blown out when you shoot a night shot? I love what you have done here, I would suspect this was shot at a high f stop like 22 or so causing the star effects around the lights.
This is a great shot only spolied by events not in your control. The only thing I would have suggested is cropping the picture ust to the right of the blue light, maybe right on the light pole with the burnt out light on it.

This image is crooked. Also the shiny lights are more interesting than the house/building. The building is a clearly higher and to the right of the upper right inetrsection. The building is also blown out and blurry. |

Shoreline is about at upper third line, though not horizontally straight, seems to creep up to the right. Bright blue light is not quite along the 1/3 line on the right side. No real focal point. |

Well done, however your horizon seems to be a tad tilted counter clockwise. |
