Guess I must be an oddball.
I never even saw the legs missing, nor does it bother me. I would be curious to see what this would look like with more foreground, but I liked it as it is, mostly due to the perspective and 3D presence.

To be honest, out of all your challenge entries, I find this the least appealing. There's a haziness around the entire image, and perhaps more contrast would help. Compositionally, I'm not digging it much either. There's something disturbing about all those people with their legs chopped off. The background could have been something, but the foreground doesn't do enough anchoring for the shot, I think.

hooray for life on the bay! like the composition with the crowd, then the boat rising up, the the bridge. looks like there was a bit of fog...no surprise there! ; )
