Sorry, I guess I mis-interpreted the rules. I didn't think "Create an image where your choice of shutter speed leads to the main impact. Choose fast shutter speeds to freeze motion or slow ones to capture motion blur." Meant that slow shutter speeds could only be used to capture motion blur. I was focusing on the first sentence, which I think this picture satisfies, since it wouldn't be possible to get the same impact at any other shutter speed or time of day.

It was shot in Arlington, Massachusetts, so yes, its in New England.

Was this shot somewhere in New England?--the architecture looks very familiar--anyway, it has good potential but cannot see any shutter action and it's a little blurred. I'd probably crop a little closer as well.

I would guess from the title you used a 2 second exposure for this picture, but the object of the challenge was to express motion through contorl of shutter speed, and I just don't see any in your entry.
