What are the spots in this picture?

the brights are too bright and the darks are too dark

Great shot. Just a little bit too dark in the bottom left. Still worthy of an 8 in my book.

Good idea for b&W but I wish you could see more of the building.

I am not real fond of the darkness of the buiding and the water spots. I do like the content and composition of this image.

A bit too dark. Strange artifacts as well, like you flashed into a rainshower?

I like the dark, looming feel of this photo, but I think it may be a tad too dark. A lot of detail is lost. I think maybe if it was a little brighter or had stronger contrast, it would work a lot better.

Interesting picture, I like the composition, but a number of things don't work for me - building and large part of picture is underexposed (you may have needed to do that for the sun rays, but then I would not have made the building such a big part of the picture). Seems you were getting some mist from the ocean, as there are water spots allover the sunny areas. The rays are cool though.

Nice idea and I'm sure there a good picture in there somewhere, but it was just too dark on my monitor to judge

I think with a bit more contrast or light on the building and lower left corner, this would photo would be terrific. My favorite part of your shot is the water and sky on the right hand side.
