Read your title so I have to give you an answer. Good pictures get good votes. This is way overdone in burning and dodge. And the selective desaturation is not helping the image in any way. Sorry you get 3 from me, and that is for an composition.

I've voted this low. This child I seem to remember being used in another challenge. Since then that challenge has ended so the anonymity of ownership has been revealed. I could be wrong, but I really don't mark pictures high that have individuals clearly shown in them. I feel it does or could take away the anon factor if others know you personally, or the person used in the photo.

Interesting framing gives a masked cowboy feeling - how about a cowboy hat? Blurring seems a little overdone, probably a little more sharpness would help.
