Greetings from the CC!
THEME: at a 1st glance it looked like a marigoround but then I saw the movement so yes, it meets the theme.
LIGHT AND COLOR: I know some people mentioned that it was under-ex.. this doesn't bother me here. It's a night shot and it works for me. For this type of image I would've boosted the color saturation a tad as they look faded.
FOCUS: Good
COMPOSITION: the angle doesn' t work here. It doesn't add to movement in the pic and more distracting then anything. I would've chosen a ride that had lights on the moving carts becuse my eye isn't drawn to the "moving" part of your photo.

| Did you enter this photo twice? There's another tilt a whirl photo from the same angle also titled, "Whee". Oh well. I've seen stranger coincidences. |

| Under exposed. Too bad there wasn't more light, that would have blurred the cars less and made it more clear that they are there. |
