I took it indoor, in a large room by panning with a tripod. Some spot lights well located, and then I got this effect. Some color treatment was done on it.

Lower Shutter speeds leads to interesting effects.

I want to thank everyone for all the good commentaries, and I totally accept that this picture should've been in an Abstract contest instead.

Personally I love it, but it doesn't follow all the Motion Panning rules.

Sorry, but everything is blurry. Part of the challenge description says:
"bring out foreground from background"

This is an interesting photo and it does include motion, but in my mind it does not "bring out the foreground" as a recognizable object. It may be that your interpretation of the challenge is different from mine, but in not capturing the foreground it looks like the panning went wrong - too fast or too slow.
