Converted to grey scale

Filter-Blur-Gausian Blur
Erased the part that I wanted sharp
cloned a spot around head and on shirt
Added Borders
Saved for web

You need to spend a little more time on your photoshop skills. your bluring is very apparent and not done well. Please don't take this the wrong way, but it takes a lot of hours to learn how to use photoshop well.

I really love this. Something about it looks kind of retro and very cool. The blackand white works so well. It adds drama and punch to it. Good luck! I LOVE IT!
