Too busy in my opinion and lacks a subject of interest. Perhaps if there was some color to the buildings and sky in the background - leaving only the fence desaturated. Also would be better if there was lighting (sun) coming from the side to cast shadows

This one is ok. Nothing spectacular as there are far too many things happening in the image. It's too cluttered almost to the point where the focus of the viewer is sporadic. Maybe an afternoon sunset or some color in the sky would make this image pop.
