Composition needs improvement. Subject not allowed to dominate the frame, and as a result, the shot lacks impact. Maybe you could have done more by filling the frame with the building, and trying to capture the reflection of the clouds in its windows.

Nice way to show the sky. I like the addition of the building and reflections.
