The photo is a bit flat for my liking, and you've compressed it so badly that the "jaggies" ruin it even further. Try to get the file size as close to what DP will allow, rather than trying to get it as small as possible.
That will solve the second problem.
The first is a matter of curves and levels.

The focus is pretty soft, and guessing from the artifacts around the horse's legs, it's either a tight crop or has been oversharpened. |

Tough balancing act between the highlights and shadows. Shooting this at a different time of day may help better define the greens on the statue and bring out the face features. 5 |

poor quality pic, file size is about 60kb which leaves plenty of room for better quality. |
