 What we're seeing is actually a foot bridge crossing part of a marina at Harbourfront, Toronto. I took the picture looking up from below the bridge to the top of the stairs at one end in an effort to get the effect that the people were descending from a city in the clouds.

I see what you're trying to do, but it doesn't convey that to me. Maybe from a lower angle, with their heads actually in the clouds?
