You've captured the water spray just fine, so it qualifies for the 'Stopped Motion' theme. The guy in the background is distracting. It feels like he doesn't belong in this image...looking away and not involved with the 'surfer' at al. Maybe I'm being too picky. Who knows. ;^) Whenever you can, which is pretty much always, you should use the maximum 640 sizing on the long side for challenge entries. You'll get more detail in the image, and you'll keep those at bay that may mark down for it. Good luck in the challenge.

yes, you've stopped some motion, but, what is the subject? the stopped spray? it's difficult to tell with the given composition. it's not enough to technically meet the challenge, but you also need to consider the aesthetics as well.
