 Initial adjustments in Capture NX - Levels & curves, saturation then run through Neat Image to reduce noise finally cionverted to Black and White.
Then in PS Elements 4 Highlights and midtone adjustments -cloned out a bird in the lower left corner. Then resized for submission

I like some of the light and shadows on the tower, wish there were more to create more of a contrast to make the building really pop. The sky seems a little flat as well. I do like the placement of the building in the shot, nice crop.

Usually I don't like images where the bottom of a building is croped out. This is an example which breaks the rule. Nicely 'grounded' on that plinth the detail in the tower is excellent.
