 ND and CP filters to prolong exposure at source; resize; channel-mixer (80%,20%,0%,monochrome); levels; gaussian noise 2.2%; add border.

I've taken this scene on medium- and large-format film before and thought it could benefit from a bit of noise just to emphasize the "seediness" feeling.
