Any shake and or blur is due to the fact that the temp was 36 but the wind-chill was more like 2 degrees... and windy!!! I was froze.

For photographers, the Grand Haven, MI pier is probably the most photographed. Even the worst photographer (me included) can get a nice shot.

Well... the lighthouse light for one, the outbuilding light for 2, and then the 60 or so lights along the upper walkway.

Okay...maybe I should have defined everything a little better, maybe a night shot when all of the lights were on, but...

I see that you were trying to get the monument and the two lights behind it for the challenge. All the things in between them seem to make it not possible to do so and get a simple image. The other signs, the walkway ect are distracting.
I understand the cold also. I see that you are new to digital photography, and ISO 64 isn't necessary to have a sharp image with digital. Any ISO setting up to and including 400 should give about the same results in grain and noise level when there is good lighting. When light is very low, then try shooting with the ISO 64 and a tripod.

I think the photo could be much better if it was rotated so that the horizon is level and the verticals are vertical.

The light and boat house might have been a better source of multiple light source during a different time of day. This photo doesn't seem to offer a focal point. It might have been tweeked a little to the left for balance - IMHO. 5
