Thank you all for the comments. For though process notes:

I took the image with the plan of desating it, but I was going for her hat, or her face. When I saw how well they turned out with the diffusion filter, I desated everything but her face. And only her face. No, it doesn't look better with her arms saturated. If her arms are saturated you're left wondering why her shirt and hat are desaturated rather than looking at her face. And if the entire is saturated, being that her shirt is pink, the hat is pink, the flowers behind her are pink, you lose her face and its wonderful tones. So she is lost in the pink.

Desated like this - you first instantly notice her face. You wander around, looking at her eyes, her smile, her fat little cheeks. Once that is done, you move out a little further, but are drawn back into her face by the boundary formed by the hat, the arms and the overly white shirt. The background is just that. That is why everything but the face is desated. Trust me. I know what I'm doing. ;)

It's a really cute girl and shot. I would have left all of her in color though...it doesn't enhance the image to have just her face and hair in color. Especially, since the color of her shirt is reflecting off of her chin.

Nice photo, but the selective desaturation doesn't really add much to this image. It might have been better in full colour.
