 Why what is for you to figure out.

Adjusted levels to brighten the top writing, converted to black and white using channel mixer, adjusted the levels again, used hue/sat on colourize to get sepia effect, resized several step downs, unsharp mask run twice, first at 50% 0.9 then at 30% 0.6, border added by canvas size, saved for web. All editing steps carried out on the entire image uniformly.

Sad... I think I would like it better if it was taken from farther away.
