Ah, this is much better than the other Portland photo. Pretty reflections. The tall building is probably a bit too near the center though. Not sure what's on the right but putting that on the rule of thirds line would be better.

Visually interesting shot. I might want to place the tallest building a little further to the left as its quite central where it is. This would also show more of the wonderfully dark sky on the right hand side. I'd be tempted to bump up the contrast a bit too.

I like the uneven reflection better than if the water had been completely still. Given how washed the sky was, pushing the horizon up a bit was a good move too.

Good balance of foreground water to background structures. Like the cloud reflections on the water.
