 Most of this effect was achieved because of the slow shutter speed and low light conditions. In PS I used all of the following to process the finished image: Levels, USM, contrast, curves, clone to smooth harsh spots, color adjustments, crop, rotate to level horizon, 2 pixel frame added. Impressionism created by adding Noise (median) - to everything except the woman - at low setting and then fading back to minimize effect.

I find the composition of this picture very confusing. Whats the big black line accross the bottom? Looks like Townsville??
