 Shot is Raw just after sunset. Open in PSCS3, adjust to recover, add fill light, vibrance, and sat, then convert. Remove dust spots, Layers adjust coloc & brightness, filters for: noise reduction, poster edges, rough pastel, increase brightness, more blur. resize, save for web.
