 Well, maybe not as blured as U would expect, but the lady head was moving left-right, so it is blurred( I know you cannot see it very well in this small pic). I tried cutting the pic, to see the lady better, but had no sense in the end so left it as it was.

I think she was holding a guide of Bruxelles, trying to figure out what building is what and which way to go.
