Trying to figure out where this was shot from. I'm guessing somewhere in the hospital district?

The city appears dark and the dark negative space above seems to hinder teh shot.

a sharper focus would really help this be more effective. I like the negative space the sky creates.

Great use of negative space. I think that this image could use a boost in contrast and perhaps a bit brighter would have helped. Maybe dodging some of the lights and building would have helped IMO.

Midtone contrast needs adjusting, this seems grey and flat. It might be very nice in colour, if you post an outtake after the challenge voting is complete.
