Convert from raw
Brightness/Contrast
Shadow/Highlights
Gradiant Layer
Selective dodge and burn
Bring back original for a Color layer at 70 percent opacity

Setup -

Used my wifes mirror, places a cotton swab with ketchup on it. Focused on it and then set it to manual. Used my remote to take the shot. Used my SB-800 in a dark room with a dark cloth background.

As far as the steps used in the processing, that's as far as I can remember. All I knew is that I had about 50 different shots with all kinds of weird looking faces and this turned out best IMO.

Just seems a little overly setup and doesn't convey stopped motion. The "supposedly" moving thing should be the main focus and it only takes up a very small percentage of the image area.
