 Rather experimental editing... hdr & tonemap in photomatix, convert to b&w via channel mixer, 3 layers, red for the clouds, green for the sea, blue for the road, opacity of layers at 80%. Sharpen 50, 0.5 & 0.2, 0.5, masked out the sky in the second pass to minimize noise.

The mountains in the background are awesome with the light poles in the front leading your eyes all the way through the photo. Great photo!
