 this one was pretty uncomplicated - in the final rendition anyhow:

I tinted (gradient) the windows in two-toned blue
in this abandoned warehouse:
and, after expanding it to fit, applied in hardlight this overlay:
I erased softly a bit of the overlay over parts of the flag.

that's all. This is not one I'm totally pleased with as I think this building deserves better. But it's what I came up with after much experimentation.

That overlay has great possibilities. You should experiment with it on lots of other images.

Like the framing of this. Overlay makes it feel as if there is a smokey fire behind the building.

Overlay makes for a very interesting sky - like an aurora. I get your sense of ambivalence from this image though - like you were going for a certain something and didn't quite get there. Keep pushing, you may find it yet. Like, what do you mean that the building "deserves" better?
