Over all a nice shot. A few observations:

- A 3/4 pose of the subject would be better with side lighting.
- Elevated angle shooting down at subject would have been more flattering (no double chin)
- The triple bordering detracts from the purpose of the image.
- The title does not match the action/activity of the subject. "Thoughtful" would be more fitting.

The borders are a bit distracting to me. They aren't consistent in width. I would play around a bit more with that to see if you can make it work. Maybe if there were one border inside the picture to act as a pseudo frame?

The border is interesting but distracting. My eyes spent more time on the border than on the portrait.

The treatment you gave to her eyes is too obvious, it doesn't pair well with the lighting of the image. That's a very creative border but a bit overkill.
She has a nice smile, very innocent :)

Your frame will probably not be appreciated by some of the voters. Your subjects eyes are lovely!
