I like the duo tone choice with this and the hint of blur helps with the feeling of motion. Kind of a spooky photo but well done.

focus, composition and B&W are good.... however, the harsh environment is lacking here

For me this isn't a particularly harsh environment, but as a photograph I love it. What I really like about it is the strong black and white conversion with strong contrast, the teeny weeny bit of movement in her leg and hair, and above all the lighting and tonal range. I like the fact that you don't see her face because it would only detract from the scene. Probably a bit too subtle for the typical DPC vote but a very strong image nevertheless.

Not really "harsh". It rather looks (to me at least) like she is going to the woods for a bit of fun, carrying her favorite toy.
