 I was amazed to see the water turning blue after reversing the color.
This is the average set up as I am just learning to do falls. I used the lowest ISO available (-2 on D300 which I think is 50 ISO), a circular polarizer, a tripod and the slowest shutter speed I could (0.3 sec.). I also underexposed by one stop. In PP I darkened the light some more, sharpened it and then reversed it.

I feel you've a a bit too much background and could do with more of the water at the bottom
