Trying to find contrasting shapes and materials... in a contrasted light. The histogram with much highlights/dark and little midtones, is matching high contrast.

The foreground is a waterbasin with a modern artwork, tripod in the water, filter ND4 and long exposure.
There's only 5 cm (2") water in the basin above dark granit tiles, it explains why both such a reflection and such a transparency. I would have tried with a polarizer, could have been interesting.

This is Brussel's downtown, near the North Station.

Raw conversion (DXO optics pro 5), adjust contrats and saturation, rotate, crop, resize, cloned out some dust.

Unfortunately no perspective correction allowed in basic editing (why ?), so the verticals are leaning a bit with the wide angle (10 mm focal lenght).

This is not really an outtake, but the same building captured 2 years ago, less contrasted...and advanced editing!

Good composition. Might have cropped a little more of the clutter to the right but I like the dark in the foreground so maybe that would have been impossible.

What really makes this image work for me is the reflection in the wet pavement. The composition is very well done--the placement of the sculpture against the backdrop building, and the angle of view which gives us the two elements of the sculpture this close to touching adds a subtle tension. Layered contrasts abound in this image: light/dark, curved/rectangular, sharp/soft. 7
