 tried processing the same RAW file for different sections of the photo - sky, water, boats - and then doing an HDR merge in photoshop. Other usual adjustments and a light blue color fill layer in overlay, maybe about 40%.

Interesting, I have not yet had the energy to do several RAW processings on one photo. I just mask stuff up the wazoo. The light blue is good here, very subtle, yet adds depth.
