a bit washed out and more of a snapshot

Good try but the subject is not fully in the frame and the shutter speed is too slow.

interesting use of blur. typically I try to get my subject sharp (stop action or panning) the water spots on the lens are also distracting. No real sense of composition or purpose to this photo.
