 After using some gradients, textures and warping the results to create a filter, plus replicating the car and warping it a touch, this is what I ended up with.

Wonderful use of textures and warping then overlaying them on the racetrack scene.

I like the colors and how the car pops from the muted background colors. I'm not sure I care for the textures though.
