It took me a moment to see where the motion is. Then I realized it was a road. I think you need to find a better perspective to take this shot. The motion blur is too small of a subject here.

the idea is nice but i would have loved to see the lights fill more of the pictur.. maybe you could have gotten a bit closer to your subject...
