Soak it in ammonia and it will come clean. :) Do it outdoors if you can LOL

Well, this is fascinating to say the least. Let's take a (i'm not sure) stab at this thing. I do not see any teeth, fur or claws, So, I think it may be a rusty cap sitting on top of a threaded light bulb base?
