 So much messing around with this one over days...so forgive me if I don't get it all right.

Convert from RAW
Topaz Adjust (Clarity)
Lucis Arts (40 percent on 40 percent opacity layer)
Efex Pro (Glamor Glow) to window
- Pro Contrast
- Tonal Contrast to clouds
Silver Efex Pro (Control points on grass, walkway and clouds) on a softlight layer (I believe)
Levels
Brightness/Contrast
Selective Dodge and Burn
Bring in the original photo to bring back faded color in clouds.
Resize
Sharpen
