Nice bright duck, good colours. Seems a bit pixelated, could be how you saved it. The frame is a bit overkill.

He does look like a friendly guy, is he smiling? The border makes it look like you have a copy of this hanging on the wall... he must be a really special little duck!

I think the frame closes him in a bit, and takes my eye away from Fred. Maybe a thin border with more open water would have been better.
