I've been using the definition: "Of, relating to, or being a style of art in which natural objects are not represented realistically." This seems more of a blurred motion realistic photograph than abstract. Sorry!

Abstract is: art in which the subject is represented by shapes and patterns rather than by a realistic likeness

There's motion, but it lacks the abstract.

One gets a sense that it's the background, rather than the car, that's in motion. Not sure that's a criticism or just an observation...
