In what I am calling a final effort, I added the Contrast Pop preset to the mix of
Cartoon and Original, using various percentages of opacity.

If you shot this in RAW, the you might consider making two conversion from the original RAW file: one set to tungsten w/b or 2600K; the other set for cloudy w/b and bumped down the the exposure to darken a little in places. Then layer the two and keep the cloudy w/b portion for the exterior of the building and the tungsten for the interior through the window... The hydrant is something you might want to sharpen and reveal..
