 Restaurant kitchen exhaust fan. I expect this restaurant closes in the winter, as many do here abouts, hence the cover .... which may be held in place by something bolted through the handles, perhaps? I was looking for both circles and squares to photograph that afternoon, and chuckled to myself when I saw this. I liked the colors and textures, and the "bull's eye".
