Greetings from the Critique Club :)
First impression: An original and aesthetic approach to the challenge, very neatly executed.
The central composition works well because of the narrow depth of field, which splits the image into four well balanced areas. The focus on the shoulder and its angle of view make it look strong. This is quite unusual for a woman portrait and does not emphasize her most feminine side.
Technically it is perfect. There is a lovely soft side lighting emphasizing her shapes. Your processing is well dosed: the skin tones look beautifully natural and the pastel color of the sky works very well with the soft focused head.
There is a total lack of context to this photo. One has no idea who she is, what's her mood (facial expression), why she is standing outside under the rain and why she is wearing an non-permanent ribbon tattoo. This is not necessarily a bad thing, it creates a dreamy mood which goes well with your technical choices and lets the imagination of the observer work freely.
Because I spent quite some time on your picture, I have some ideas what the story behind could be. This makes me like it a lot! But if your goal is to maximize your score, you need to give some additional clues to the faster voters.
If you have any questions or remarks about this critique, please contact me. And keep up the great work!

An excellent idea well thought through and executed. A good use of shallow depth of field. |

Heh, if you win the challenge you should get one of those for real ;)
Nice shot, bit more original than most I've come across so far, though I think you could have found a catchier title for it. |
