 Open in ACR, crop in PSE7, dupe layers for each: Topaz Detail micro contrast for sky, skin smooth for model, Topaz de-noise, shadow/highlights, burn clouds, flatten, resize, add border, and save for web.

The model is my daughter, Jessica. Shot in natural light with cloudy sky as background. She was a very good sport to stand on a bench so I could keep the trees out of the bg.

The sky is almost there, but not quite. To much shadow in her face too.
