Greetings from the Critique Club...
Your score reflects the "didn't meet the theme" (and I agree there) but I'll focus on the shot as presented -- I hope that's helpful.
This shot is quite different than the other shots you've entered - it doesn't have the simplicity or clarity of composition the others possess. You found a great subject with interesting details and color. It needed your obvious ability to remove what doesn't add to the composition leaving only the essential elements.
I agree with some of the other commenters about the background elements. The house with its colorful roof pulls my eye off the truck. I think a crop might help (if you can't reshoot, you'd loose the wheels... a rotate then crop would put the truck at an odd angle but allow you to keep the wheels. As it stands the un-level horizon works against the shot so some rotation would help)
The truck is worthy of some angles and close-ups -- I think I'd like to be closer to it. As for the border - it picks up the darker tones in the truck's wheels and is a good contrast against the orange.
