A decent enough scene, but I'm not seeing any sign of a tilt-shift look to it. If this is a more subtle use of the technique, please feel free to whack me over the head with a cluebat.
Added: Went and researched it a bit and it appears I was incorrect in my understanding of tilt-shift. From Wikipedia:
Such lenses are frequently used in architectural photography to control perspective, and in landscape photography to get an entire scene sharp.
Bumping my vote up a little. |

though this is a gallant effort....to me this just isn't the same as the other ones that make their pictures look like miniature villages/people/construction zones... |

The Pof (Plane of Focus) appears very parallel to the camera sensor giving the entire picture equal focus and scale. It makes getting the "miniature" affect common with tilt/shift photos difficult to achieve. |
