Weather folklore says that rings around the moon mean a change in weather....looks like it showed true as the temperature has now dropped to a daytime high of -20C from highs of +5C when this was taken.

That's a great catch of the ring around the moon. I think I'm inclined to believe that folklore too, getting cold in the Pacific Northwest.
